Procedure and objectives

Working closely with the Ministry for Culture and Communication and all of the project's stakeholders, the 'Direction de l'Immobilier de l'Etat' wishes to consult national and international operators and investors through a call for ideas. The aim is to find operators able to invest in a cultural and tourism development project at the Royal Château of Villers-Cotterêts, in such a way as to preserve its historic, patrimonial and architectural nature.

The call for ideas is an innovative procedure. The aim is not to select a potential buyer for the concerned real estate. It must be seen as a preliminary measure to the true call for projects, which may enable the government to make known its intention to put this estate up for lease. The sale of this estate by the government will not be an option. An emphyteutic, very long term lease of all or part of the site could, however, be envisaged.

Thus, the Call for Ideas is not an official sales procedure, competition, or candidature.

Who can take part in the Call for Ideas?

Operators of the real estate, tourism and cultural sectors may take part in the Call for Ideas. Tenderers may participate alone or as a team associating additional expertise.


You have until the 30 November 2017 to register, using the online contact form "formulaire de contact".

If your registration is validated :

  • The 'Direction de l'Immobilier de l'Etat'  may provide access to the data-room, which contains technical and historical documents that will enable you to formulate your idea within the framework of the rules of the procedure.
  • The 'Direction de l'Immobilier de l'Etat' may organise a visit to the château. This visit does not oblige operators to make a proposition.
  • Propositions must have been submitted by 30 November 12am 2017 at the latest.
